Anonymous asked: In Mockingjay, Coin brings all the victors together to decide if the Capitol should have one final Hunger Games. There are 6 remaining victors. However, later in the book they elect Paylor as the new president. I thought Paylor was a victor as well? Is there a reason she was excluded or is this a continuity error in the books?
